Cesar Romero, the actor who played the Joker in the 1960s television series, considered the mustache his trademark. Romero had made a career playing the quintessential Latin lover in the movies.
Because Cesar Romero refused to shave his mustache, the makeup artists had to cover it with as much makeup as they could. However, it did show up in a lot of close ups.
Anyway, keeping the mustache under the clown-white only made Romero’s Joker look crazier, so that little detail just added to the “camp,” another nod to the absurdity of the concept of the TV show. .
